Force Show Availability For All

We'd like to have a User Control toggle that gives us the ability to force-enable "Availability for All" for all users in the workspace and prevents them from disabling it, as it's critical to our sherry-picking efforts.

    Setting in Blind RR to default to "availability for all" or force "availability for all" to be the only thing shown upon launch of handoff
