Admins should be able to use "is changed" and "was created with value" as condition types in Distro routing logic, so that a role assignment or segment update automatically triggers the appropriate routing action without manual intervention.
Teams managing rep provisioning at scale spend significant time manually resetting distribution counts or enrolling new reps one by one every time someone joins a team or changes roles. An "is changed" condition would allow routing to fire automatically on role or segment transitions, and a "was recently created" condition would enable just-in-time provisioning where new reps enter the distribution at zero the moment they're assigned, with no admin touchpoint required.
