When adding a new rep to a distribution, admins should be able to set their distribution/weighting % at the time of adding them, rather than defaulting to 100%.

Current Behavior:

New users added to a distribution are automatically set to 100% in all distributions. This requires admins or managers to manually adjust the percentage immediately after adding the rep, creating extra steps and room for error, especially during bulk onboarding.

Desired Behavior:

Allow admins to define a starting distribution % (including 0%) at the moment a user is added to a team. This would give managers full control from day one without requiring a follow-up manual update.

Use Case:

During new hire onboarding, reps are often added in bulk, which presets them to 100% across all queues. Teams want new reps to start at 0% so managers can ramp them up intentionally rather than having to manually zero them out right after provisioning.
