When a round robin resets, the rotation restarts from the first rep in the list every time, meaning reps lower in the order are routinely skipped or receive far fewer assignments within a given period.
After a reset, the rotation should pick up from the next rep in line rather than returning to the top.
Reps at the bottom of the list shouldn't be penalized by an arbitrary ordering. Continuing in sequence ensures fair distribution regardless of when or how often the round robin resets.
