When companies have multiple business units using Chili Piper, they may a designated number of licences per team. A cap on the number of users for specific teams will help clear governance of licences and will avoid teams 'stealing' licences from another team.

For instance, if ACME (UK) pays for 100 licences however, only 80 are assigned to them. They want to ensure that the remaining 20 does not get assigned to another team. Placing a cap on the other global teams would ensure that they won't be able to dip into UK's unused licences.
